Per-call ASR dice for the loop VAS answer-bot: returns 'answer' or 'busy'.

Unauthenticated + rate-limit-exempt: fetched by FreeSWITCH mod_curl on every looped call. The VAS rejects 'busy' (486) and answers anything else (so a curl failure safely defaults to answer). Rolling here avoids fragile nested ${cond(${rand}...)} expansion in the dialplan.
